Roma & Traveller inclusion strategy 2019-2023

S3 Solutions was commissioned by the County Kildare LEADER Partnership under the Social Inclusion Community Activation Programme (SICAP) to develop the Traveller and Roma Inclusion Strategy 2019 – 2023.  The task was to develop a strategy that had involvement, buy in and commitment from Roma and Traveller communities, but also from those that provide services.  The Strategy was launched by Minister of State, David Stanton in October 2019. S3 Solutions was engaged to support the council to carry out a feasibility study and business case on a regional sports facility for County Cavan. The brief was to identify the need for new sporting facilities, assess the most appropriate location for a regional facility, establish an ambitious, yet sustainable capital masterplan and provide a roadmap for how this could be delivered.

S3 led a multi-disciplinary consultant team to carry out the contract. S3 prepared a feasibility study and business case document that proposed a long term capital masterplan costing circa €28m and a preferred development location.
​
S3 managed to secure €936,000 on behalf of the council to take the masterplan to detailed design and planning.

Health Services Executive

S3 Solutions (in partnership with Elemental) was commissioned by the Health Services Executive (HSE) to conduct an evaluability assessment of Social Prescribing in Ireland.

More than 280 people contributed to the process and a final evaluability assessment report was produced, concluding that social prescribing can be evaluated. A minimum data outcomes framework was developed and proposed, alongside a series of five key recommendations to be taken forward by the HSE and a range of other stakeholders involved in Social Prescribing.

In March 2019, The Orchardville Society, a charity that supports people with learning disabilities and/or autism, commissioned S3 Solutions to undertake an independent and objective evaluation of the Connect programme. This programme, funded by The National Lottery Community Fund – Empowering Young People programme, aims to improve transition support for young people living with a disability who are leaving school, providing them
​
The interim evaluation reflected on the first 3 years, highlighting the emerging impact identified from qualitative consultation and quantitative assessments, key strategic alignment and areas of learning. The report concluded with a series of recommendations for future delivery and S3 Solutions attended and presented the interim findings at a dissemination event organised by The Orchardville Society to raise the profile of the programme among +30 key stakeholders and potential funders.

S3 Solutions was commissioned by Sport Ireland to carry out a process and outcome evaluation of the Phase 2 and 3 Community Sport and Physical Activity Hubs (CSHs) programme. The aim of the evaluation was to identify whether or not hubs were successful, what impact they were having on physical activity levels what were the key contributing factors to this success.
 
This evaluation was informed by site visits to 16 of the community sports hubs, semi structured interviews and focus groups with 32 Local Sports Partnership Coordinators and 89 partner organisations i.e. schools, sports clubs, community groups. In addition, an online evaluation survey was distributed to hub participants, gathering 1022 response.
 
Our team presented national level findings for the CSH investment, as well as analysis of individual hubs. Five critical success factors for Hubs were identified, as well as five ‘pillars of sustainability’ to be considered by individual projects. The evaluation concluded that the CSHs are a positive investment in local communities and S3 proposed a series of 7 recommendations, including a revision to the outcomes framework for hubs.

Ulster rugby

This has included supporting the consultation, programme design and the development of an outcomes framework for the Peace IV Sport Uniting Communities Programme with the Irish FA and Ulster GAA: consultation and bid writing support for Heritage based project, evaluation of two projects within HM Maghaberry and Hydebank as well as action planning with clubs and volunteers as part of the Women’s Rugby World Cup legacy programme.
